Why hasn’t Goldman Sachs appointed a Russian head of its Russian business?

This is a purely hypothetical question to which we have no answers, but why hasn’t Goldman appointed a Russian to head its business inRussia?

Capital IQ reports that it’s appointed the Italian banker Paulo Zannoni as the head of its local business. Zannoni, the former head of Fiat, replaces American-educated Chris Barter, whom as we noted last week is setting up a new fund.

Notably, Barter wasn’t Russian either.

So where are all the Russians at Goldman Sachs? Is this a sign of a lack of local talent? Or do US banks in Russia like to keep expats in charge? If you think you know the answer, please add a comment below.
