San Diego's public pension fund is considering bringing the chief investment officer's post back in-house and adding as many as 17 new investment staff. The San Diego County Employees Retirement Association took a beating in the media last year when it outsourced the CIO job to Lee Partridge because his price exceeded the legally mandated pay ceiling for fund staff.
