There's talk of recession, banks are taking write-downs in the billions, and people up and down the street are speculating about more layoffs. Is this a time to be looking for a new position, or should you play it safe and stay put?

My company doesn't promote from within, so it's always a good time to leave!

Recession is a macro economic event, which may not necessarily affect specific parts of our business. I would cautiously consider the right move. If you are accepted for a position it's because you wanted to be there and the company has an open position and you were their best candidate
