ABOUT THE ROLE

The People Services Team Leader is a frontline leadership role within the People Service Centre EMEA, responsible for the day-to-day supervision and coordination of a specialist team delivering Tier 1 and/or Tier 2 HR operational services. Team Leaders may lead either a Simple Task Team or a Complex Task Team depending on the workstream they support, reporting directly into either the New Hires Manager or the Employee Lifecycle Manager.

This role is accountable for ensuring high-quality, timely, and compliant service delivery across people-related transactions for employees across 10 European countries. The Team Leader acts as the first point of escalation for their team, drives a culture of continuous improvement, and plays a critical role in developing specialist capability within the People Service Centre.

WHAT YOU'LL DO

Team Supervision & Development

• Supervise and provide day-to-day guidance to a team of HR specialists (4-12 FTEs), acting as the first point of escalation for queries and issues.

• Monitor team workloads and task queues, allocating and prioritising work to ensure SLAs and quality standards are consistently met.

• Support the performance management cycle by providing regular feedback, coaching, and development support to team members.

• Identify training needs and coordinate with the Manager to ensure team members receive appropriate knowledge and skills development.

• Lead daily or weekly team stand-ups to review progress, address blockers, and communicate priorities and updates.

• Lead by example and model behaviours consistent with CBRE RISE values.

Service Delivery & Quality Assurance

• Oversee the accurate and timely processing of HR transactions within the team's remit, including new hire activities, employee lifecycle changes, data entry, or Tier 1 case management as applicable.

• Perform quality checks on team outputs, identifying trends in errors or gaps and implementing corrective action.

• Serve as the primary escalation point for cases that exceed specialist capability, determining whether to resolve directly or escalate to the Manager.

• Monitor adherence to processing timelines, checklists, and standard operating procedures (SOPs) across the team.

• Ensure all team activities are completed in compliance with CBRE policy, GDPR, and applicable local employment law.

Process Improvement & Knowledge Management

• Proactively identify inefficiencies within team workflows and recommend process improvements to the Manager.

• Contribute to the development and maintenance of SOPs, knowledge base articles, and training materials.

• Support the rollout of system enhancements, digital tools, and process changes within the team, acting as a local change champion.

• Share best practices across teams and contribute to cross-functional improvement projects as required.

Reporting & Stakeholder Engagement

• Track and report on team KPIs, SLA attainment, case volumes, and quality metrics, escalating risks or performance concerns to the Manager promptly.

• Maintain accurate data within the HRIS and case management system, ensuring team compliance with data entry standards.

• Liaise with In-Country Hub Teams, HR Business Partners, and other PSC functions to resolve queries and ensure joined-up service delivery.

• Provide cover and operational continuity for the Manager during periods of absence as directed.

WHAT YOU'LL NEED

• Bachelor's Degree in Human Resources, Business Administration, or a related field preferred; a combination of relevant experience and education will be considered.

• Minimum of 3-5 years' experience in HR operations, shared services, or a people-focused service environment.

• Prior experience in a supervisory, team leader, or senior specialist role with responsibility for guiding others.

• Sound working knowledge of HR processes and policies, including at least one of: new hire/onboarding, employee lifecycle management, Tier 1 case handling, or data entry operations.

• Strong attention to detail with a track record of delivering high-quality, accurate work within defined timelines.

• Effective communication and interpersonal skills, with the ability to manage relationships across cultures and geographies.

• Proficiency in Microsoft Office applications (Word, Excel, Outlook) and HRIS or case management systems.

• Organised, proactive, and solution-focused with the ability to manage multiple priorities simultaneously.

Preferred Qualifications

• HR certification such as CIPD, PHR, or SHRM-CP.

• Experience working in a multi-country HR Shared Services or People Service Centre environment.

• Familiarity with Workday, SAP SuccessFactors, or equivalent enterprise HRIS.

• Working knowledge of employment law and GDPR requirements in one or more European countries.
