Description:

The responsibilities of General Manager is to build the awareness of ADGM in China and create a flow of engagement and leads from Chinese firms by comprehensive management of key relations. This will be in support of the development and implementation of a business development strategy that will add the depth and breadth of the financial industry, to enable proactive attraction and acquisition of regulated market participants to Abu Dhabi Global Market. This position will also take a supporting role in building up an ecosystem to bolster the attractiveness of ADGM for Chinese stakeholders. The position works closely with the China Chief Representative and cross functionally with other internal and external stakeholders.

China Office is responsible for:

  • Proactive attraction and acquisition of new entities to Abu Dhabi Global Market. 
  • Key relation management with central governments, financial regulators, major financial institutions
  • Building up brand awareness of with solid collaboration with key media partners. 
  • Operation in compliance, finance, tax and other local requirements.

Regulatory Compliance responsibilities:

  • Manage the compliance work with Chinese central bank and other securities and banking regulators
  • Manage other compliance work of registration, finance, tax and social security.

Set Up China Office Responsibilities:

  • Register the China office with regulators in Beijing
  • Manage paper work and procedure with relevant internal and external stakeholders on registration, in law, finance and GS

Strategic responsibilities

  • Implement the business development strategy of China and promote ADGM as an international financial centre
  • Engage targeted institutions to anchor activities in ADGM
  • Manage division working processes, and ensure efficiency to meet the division’s objectives
  • Working with China Chief Representative, build and maintain strong relationships with key stakeholders internally and externally across target entities to enable the growth of the marketplace

Operational responsibilities:

  • Work with the China Chief Representative in educating China market on the ADGM value proposition through analysis, research and suitably tailored value proposition to provide proactive solutions
  • Create and develop new initiatives that deepen and further extend the value proposition
  • Initiate and establish contacts with potential clients and set up relationships with target clients trying to identify and respond to their needs
  • Participate in regulatory consulting for major clients with the China Chief Representative
  • Set up and maintain  prospect ‘lead records’ including records of firms, transition across the lead’s lifecycle on the ADGM database for appropriate decision making
  • Review business cases submitted by customers and provide necessary business and regulatory consulting
  • Relationship manage with Chinese entities through the development of business plans, registration processes, logistics and operational set up, to enable a smooth transition into Abu Dhabi Global Market, working closely with the Registration Bureau during key handover points and provide assistance and advice where appropriate 
  • Manage ongoing relationship with Chinese entities on-boarded to Abu Dhabi Global Market and maintain continuous communication  
  • Contribute to the continual monitoring and assessment of Chinese markets to identify potential areas of business development
  • Research & develop strategies & direct marketing plans which identify opportunities
  • Work closely with the Strategy, Business Affairs and Corporate Communications functions on aligning the business interests and finding innovative ways to engage and grow the Chinese client base representing Abu Dhabi Global Market at events, trade shows etc. in order to promote and raise profile to potential customers
  • Support Strategy, Business Affairs and Protocol in their engagement with Abu Dhabi/UAE government entities during their outreach events in China
  • Work to ensure full alignment with overall ADGM strategy to achieve the divisional and individual  objectives
  • Identify system failures and recommend well-thought positive changes to improve the client experience
  • Deliver additional tasks that may be delegated or assigned from the CEO of the Financial Services Regulator or the Director Financial Centre Development.
  • Manage two infrastructure projects: China-Abu Dhabi Investment Research Institute and China-Abu Dhabi Finance Forum.

Qualifications

Essential:

  • Possess excellent understanding and experience in management and business development, with the ability to transition a relationship from initial contact to successful registration
  • Demonstrate excellent internal and external stakeholder management skills, with the ability to build strong and longstanding relationships
  • Demonstrate strong team work
  • Demonstrate strong planning and organisation and project management skills
  • Strong written and oral communication skills 
  • Fluent in business English, Arabic and Chinese (Mandarin)

Desirable:

  • Experience in investment and regulation of national level
  • Experience in supporting entities in the development of a business case
  • Experience of utilising communications and marketing to support business development activities
  • Proficiency in other language(s)
