Position Summary:

The Associate Vice President (AVP) for Budget and Planning must be an exemplary leader for SOU. The AVP for Budget and Planning understands the vision and mission of this public university, assists and supports the Vice President for Finance and Administration and the Senior Leadership Team in ensuring the financial integrity of the institution; and provides strong leadership and management skills for key areas. The AVP for Budget and Planning provides oversight over the entire annual and biennial budget building processes and provides guidance and support to the campus regarding budget development, allocation of resources, and general monitoring of the institution's budgets and resources. The AVP for Budget and Planning provides continuous (process) improvement and corrective action programs. The scope of work is comprehensive in nature and includes policy, regulatory, compliance, contractual, and procedural guidance in the functional areas of budget and planning. In addition, the AVP for Budget and Planning works closely with the President's Cabinet and Executive Council, the SOU Budget Committee, student organizations, and other Public Oregon Universities and the Higher Education Coordinating Commission (HECC).

Minimum Classification Qualifications:

• Must be a graduate of an accredited college or university with at least a bachelor's degree in Finance, Accounting, Economics, Business Administration, or a related field.

• A minimum of 7 years of progressively responsible leadership experience in budget/finance for a complex organization is required. Experience must include demonstrated effectiveness in budget modeling, the application of technologies, data analysis and presentation, and leadership in budget development.

• Must be able to work with large databases and complex computerized budget models.

• This position requires demonstrated effective oral and written communication skills with a variety of audiences, and sound supervisory experience.

• The individual must demonstrate the ability to understand and uphold university policy and demonstrate high ethical standards.

• Must have a background and working knowledge of Enterprise Risk Management processes and techniques.

• Must understand and have background experience in continuous process improvement (business re-engineering) program management.

• Must understand corrective action program management techniques.

 

Preferred Qualifications:

• A Master's degree in a related field.

• Budget experience in higher education.

• A strong background in Budget development and forecasting; and a proven track record of ensuring alignment of service capacity, flexibility, and delivery with both strategic and operational requirements.

• A solid understanding of mainstream budget management systems, and of industry best practices in development and support methodologies, service management, change management and communications.

• An understanding of evolving academic and research technology requirements and recognition of how to implement both mainstream and emergent technologies.

• Proven track record in recruiting, directing, motivating and guiding the development of a team of budget support professionals.

• Strong political skills, with the ability to foster collaboration and cooperation among all constituents within a complex university environment.

• Communication. Experience in supporting an effective communication strategy to a diverse organization. Strong verbal and written communication skills, with a record of success in developing planning documents, proposals, budget request justifications, and other forms of communication with executive leadership and faculty.

• Ability to explain complex budget principles in a manner that is understandable to non-technical audiences including faculty, students, and staff.

• A broad financial management background with experience in both daily operations and forecasting.

• Proven success in managing a large scale, complex budget service organization

• Demonstrated ability to manage major initiatives and develop concise, understandable policies.

• Ability to identify and recommend (in campus-wide presentations) solutions for complex challenges.
