Trade Surveillance Vendor Product Manager, Vice President (Hybrid Work Arrangement)
Team Profile
The Global Surveillance Strategy group is a versatile team of specialists responsible for centrally governing the ISG Trade Surveillance program, as well as identifying and executing strategic and transformative initiatives across the broader Legal and Compliance Division (LCD) Monitoring program. These initiatives generally aim to improve and effectiveness and efficiency of the division?s risk monitoring functions, including the incubation and implementation of new and innovative methods and technologies. The Global Surveillance Strategy Group works closely with divisional monitoring functions (e.g., ISG Trade Surveillance, Investment Management Trade Surveillance, Wealth Management Monitoring, Information Controls, Global Financial Crimes), as well as LCD Data & Analytics, Technology and reports directly to the Global Head of Monitoring and Testing for Compliance and Financial.

Position Description
We're looking for a Trade Surveillance Vendor Product Manager to join the Global Surveillance Strategy group. In this role, the candidate be responsible for overseeing the strategy, and executing key business objectives leveraging trade surveillance vendor solutions. This person will partner with vendor business and engineering teams and work closely with internal stakeholders across Compliance and Technology in the planning, prioritization and implementation of new surveillance models as well initiatives focused on enriching and cleansing data, increasing resiliency, reducing technical debt, optimizing processes and modernizing infrastructure. The candidate will also act as the Product Owner for an agile technology squad, expected to collaborate with cross-functional stakeholders, identify/define requirements and prioritize the squads backlog and oversee iterative release cycles.

  • Establish and manage a relationship with the vendors, overseeing the ongoing governance (i.e., Issues/Actions, Steering Committees, Vendor Roadmap, Contractual negotiation, etc.) as well as supplier risk management tasks
  • Act as Product Owner for a squad of approximately 8 engineers, responsible for enabling vendor trade surveillance for Compliance stakeholders, leveraging technical and non-technical program management skills
  • Manage the deployment of vendor surveillance solutions to new markets and jurisdictions covering asset classes that include equity, listed derivatives, commodities, foreign exchange, and fixed income
  • Manage the deployment of existing ISG market abuse surveillance solutions to new business lines and divisions (e.g., Wealth Management and E*TRADE)
  • Oversee the development of the technical infrastructure to support vendor surveillance (including data sourcing and normalization, APIs with the vendor for incoming/outgoing data and internal case management systems for alert ingestion and routing, etc.)
  • Execute workstreams associated with the optimization of existing vendor surveillance solutions (this could include standardization of data schemas, automation of manual processes, reduction in tech debt, infrastructure modernization, etc.)
  • Collaborate closely with stakeholder groups to understand business needs, set and manage priorities, and provide regular communications and updates as to progress.
  • Regularly engage in performance analysis, specifically to analyze the successful completion of short and long-term goals.
  • Escalate and problem solve with executive sponsors when projects are at risk, have roadblocks, or are running long


Required Skills
  • 5+ years of prior experience in leading Compliance technology initiatives and programs, preferably within the trade surveillance space
  • Experience managing vendor relationships and collaborating cross-functionally with vendors and internal stakeholders
  • Experience scoping, developing and prioritizing plans for strategic pieces of work
  • Strong influencing skills to achieve alignment up and down the organization
  • Ability to identify, monitor and manage project risks, issues and dependencies and agree appropriate risk responses
  • Proven track record of delivering technology solutions in an agile development environment
  • Experience using project/program tracking and road-mapping tools (i.e., MS Project, JIRA, Roadmunk, etc.)
  • Possess strong business and technical acumen and are capable and curious to learn across both
  • Excellent organizational skills, attention to detail, and proven ability to manage complex projects
  • Strong written and verbal communication skills, proven experience driving product decision making processes
  • Team-oriented and demonstrated willingness to roll up sleeves and get into the weeds of a project
  • Desired Skills
  • Experience working with the Nasdaq Trade Surveillance (SMARTS) platform
  • Proficiency in SDLC, DevOps processes
  • Working knowledge of SQL, high level scripting languages
