Risk Management
The Risk Management Division is responsible for the independent identification, analysis, reporting and escalation of all market, credit and operational risk exposures arising from business activities, acting independently of business management and providing an effective challenge process.

Morgan Stanley's Market Risk Department provides independent oversight of the Firm's business activities, material market and idiosyncratic stresses; identifying, measuring, monitoring, advising, challenging and controlling market risks generated by the Firm's market-making and banking activities

Basel Program Management Office (PMO)
The Basel PMO sits within Finance SOT and ensures execution of the mandate set out by the Basel Capital Steering Committee to oversee Basel capital-related requirements and compliance matters. The Steering Committee provides firm-wide, global oversight and governance across all Basel-related activities within Morgan Stanley.
The Program Manager (PM) role is essential in providing the Global Head of Basel PMO with both execution support and analytical leadership on all Basel-related activities. Responsibilities will include governance and internal controls oversight, process improvement, ad hoc project analysis and delivery .

Position Description
Morgan Stanley seeks an Associate-level candidate to join the Firm Risk Department to provide coverage for a suite of regulatory deliverables. Focus areas primarily include Basel PMO governance process and the Fundamental Review of Trading Book (FRTB) Program.
Based in New York, this individual will report to a Vice President in Firm Risk Management. The role involves working with a variety of business units and control groups across the organization on the execution of FRTB Program and support the Basel Program Manager to provide the Global Head of Basel PMO with both execution support and analytical leadership on all Basel-related activities.

Primary job responsibilities include:
· Work within and enhance the governance structure for ongoing and new Basel regulatory projects and communicate regularly and effectively with Project teams and key stakeholders
· Maintain and enhance relationships with teams across Risk, Finance, Operations, and Technology to ensure delivery of cross-divisional projects
· Support the Basel Capital Program and FRTB Program, ensuring it is up-to-date and work with internal partners to ensure timely progression and achievement of milestones, and reporting to senior management
· Produce Steering Committee materials for internal and external meetings including quarterly regulatory updates
· Coordinate end to end preparation of the BCC 14-2 quarterly submission and the annual effectiveness assessments of the Advanced Approaches
· Coordinate MS participation in external regulatory Quantitative Impact Studies and ensure timely delivery through cross-divisional data collection efforts
· Producing documentation and presentations to effectively communicate key information to senior management and regulators
· Enhancing processes to support governance and controls, including attestation, challenge and senior management review

· High degree of technical proficiency with Microsoft Office knowledge in PowerPoint, Excel, SharePoint, Visio
· Self-motivator and team player who brings a "can-do" approach
· Strong interpersonal and communication skills, written and verbal
· Ability to create clear and concise communications using strong analytic and writing skills
· Ability to create executive summaries, issues/risks summaries, articulate high level summaries to senior management

Skill Desired
· Experience in cross-functional project management
· Knowledge of Basel and FRTB frameworks
· Minimum 3-7 years of professional experience in financial services
