Regulatory Compliance Manager - US Banking Rules Compliance - VP

Overall purpose of role

The BAC team provides advice and support to compliance colleagues and to business areas on relevant bank and bank holding company rules and regulations including applicable State banking requirements, and applicable Federal banking requirements (including Federal Reserve regulations and, as appropriate, rules of other federal banking agencies). BAC also provides guidance an advice on safety and soundness requirements issued by various agencies including the Board of Governors of the Federal Reserve System.

Key Accountabilities

  • Provide support and advice to compliance colleagues and businesses on applicable State/Federal US banking rules/regulations, and on applicable supervisory guidance issued by these agencies
  • Provide support as necessary to the US bank regulatory monitoring and testing program with a focus on Federal Reserve Regulation W
  • Conduct bank regulatory compliance reviews of business activities and processes
  • Create and distribute relevant bank regulatory compliance MIS to various stakeholders
  • Develop and provide bank regulatory compliance training to Barclays staff
  • Evaluate compliance processes and controls within compliance and within impacted businesses to assess effectiveness
  • Assist front office and support areas with development of bank compliance related processes and procedures
  • Liaise with, coordinate with and support as necessary business line compliance colleagues
  • Work with internal and external counsel on US bank regulatory compliance matters
  • Monitor, update and develop as necessary compliance policies
  • Identify, track and action, as necessary, new relevant rules and regulations or changes to existing regulations
  • Support regulatory compliance colleagues in responding to various regulatory requests and examinations
  • Contribute to the firm's compliance risk assessment process

Essential Skills/Basic Qualifications:

  • 4-year college degree or foreign equivalent
  • 6+ years of overall experience including compliance, regulatory or audit experience in a global investment bank
  • 3+ years of direct experience with US banking rules and regulations including knowledge of core banking and investment banking products

Preferred Qualifications

  • 3+ years at a US banking regulator including experience with internal processes, practices and proceedings at a US banking regulator
  • Strong understanding of Federal Reserve Regulation W
  • Working knowledge of securities rules and regulations
  • Demonstrated knowledge of mass information delivery systems such as SharePoint
  • Ability to analyze and interpret regulatory rules and their impact on the business
  • Ability to represent and enforce compliance while considering the needs of the business
  • Able to support point of view when challenged
  • Ability to anticipate and provide solutions to complex problems
  • Demonstrated communication and logistical management skills
