Develop and implement a program-level quality management plan with a quality management team to ensure best practices and that project management tools and processes are applied to address unique situations. Identify problems, develop and coordinate resolutions, and design robust reports from large amounts of qualitative and quantitative data. Analyze data and root cause analysis and develop solutions for process improvement to support efficiency efforts and ensure compliance with industry standards and program task order requirements. Review performance data and assess and establish measures of effectiveness and measures of performance to support qualitative and quantitative organizational assessments in correlation to government-directed evaluation criteria. Analyze and implement metrics, including process capability, control charts, and measurement quality for monitoring system effectiveness and to enable managers to make sound product quality decisions, ensuring goals are achieved. Perform analyses and reviews for technical documents, including Program Management Office key written deliverable products, standard operating procedures, quality control plans, and written communication style guides. Review and respond to Contractor Performance Assessment Reviews (CPAR).
