Summary:

The Enterprise Risk Management (ERM) department identifies, measures, monitors, manages, and reports risks and exposures across the organization through the Enterprise Risk Management Framework, and specifically through several risk programs, including but not limited to: Enterprise Risk Assessments, Risk Event Analysis, Scenario Analysis, Key Risk Indicators and Risk Reporting.

This role will provide critical support to the VP and SVP of ERM, as well as the CRO by helping manage risk appetite, risk response, risk treatment, and embedding aspects of the risk management framework across the process, risk, and control universe. The role is responsible for providing oversight, including supporting the risk assessment teams and risk analytics personnel in identifying and driving action plan owners, monitoring those plans to closure, and reviewing the alignment of issues with KRIs. The role will also involve close collaboration with key OCC stakeholders/functions by facilitating appropriate business unit risk governance to ensure treatment of identified risks.

Primary Duties and Responsibilities:

  • Oversee OCCs risk treatment and monitoring program, including reporting upward to the VP ERM, Head of ERM, and CRO
  • Leverage enterprise policies and standards to define criteria, tools, and methodologies to treat identified risks, and ensure consistency and reliability with associated frameworks and systems
  • Engage first line business units on implementing and standardizing risk treatment practices
  • Track critical risk issues including risks exceeding appetite, risk tolerance breaches, control deficiencies, policy exceptions, and self-identified issues
  • Monitor business unit corrective actions and risk treatments across the enterprise
  • Serve as a point of contact for escalation of risks when risks relate to metric threshold breaches, escalating breaches to senior management as required
  • Leverage Governance, Risk & Compliance technologies to establish and maintain an enterprise-wide risk issues library
  • Advise and collaborate with the ERM team to enhance Enterprise Risk Management policies, standards, procedures, methodologies, and templates, including updates to the risk appetite, risk tolerances, and risk limits as needed
  • Build positive and collaborative working relationships across business units and develop partnerships with senior management
  • Manage ad-hoc requests from senior management to ensure timely and accurate responses

Qualifications:

  • Subject matter expertise regarding Enterprise Risk Management (ERM) and Operational Risk Management (ORM) disciplines and an understanding of OCC products and services
  • Strong background and understanding of financial, operational, and IT/security risk
  • Deep understanding of the SEC Standards for Covered Clearing Agencies and the connection of enterprise and compliance risk
  • Experience in creating, managing, and implementing risk management frameworks
  • Deep understanding and knowledge of risk taxonomies and their application to risk assessments, KRIs, KPIs, and other risk tools to ensure appropriate reporting and risk management
  • Strong background in KRI and KPI development and escalation of information to senior leadership
  • Deep understanding and experience working within the Three Lines of Defense model
  • Ability to develop effective working relationships across the OCC and to address a broad range of issues in conjunction with risk management specialists familiarity with Financial Market Utilities; securities and derivatives markets a plus
  • Strong leadership, project management and organization skills, including the ability to multitask, prioritize, delegate, and manage an effective and growing team
  • Experience in risk management, oversight, compliance, audit principles and best practices a plus
  • Able to work in a highly regulated environment, including with the SEC, CFTC and Federal Reserve
  • Demonstrable record of creativity, independent thinking, and willingness to develop and drive new ideas
  • Effective listening, verbal and written communication, and influencing
  • Must be team-oriented and be able to collaborate effectively in department and cross-departmental efforts
  • Ability to work under pressure and to tight deadlines

Technical Skills:

  • Microsoft Office proficiency including advanced Excel, PowerPoint and Word
  • Experience with eGRC systems

Education and/or Experience:

  • Bachelors Degree (or equivalent)
  • Masters Degree (preferred)
  • 7+ years progressive experience in enterprise risk, operational risk management or risk consultancy, with at least 5+ years dedicated experience in Risk Management
