Our client is a major British multinational investment bank and financial services holding, organised with four business groups: Commercial banking, Global Banking and Markets, Retail Banking and Wealth Management.
CONTEXT
Within the Regulatory & Strategic Programmes – a unit responsible for the delivery of significant and strategically important cross-asset initiatives as well as responsible for the portfolio management function of the capital markets Technology. This unit is key to enabling our client to more effectively respond to new regulatory and strategic demands and align to our business stakeholders.
The team operate a federated model; delivery, development and associated budget continues to sit within the respective asset classes; Regulatory & Strategic Programmes will be accountable for managing the delivery of the overall business outcomes. As such, the team is intentionally small with a cadre of experienced programme managers and programme office staff.
ROLE & PURPOSE
The role of “Feature Delivery Lead” is a specific requirement within the FRTB programme, supporting delivery of an internal models ready infrastructure, though over time the assignment of this individual to any given change programme will flex, as will the nature of their specific role within that change programme.
The Feature Delivery Lead role is accountable for delivery of asset class specific scoped features within the FRTB programme to drive towards an IMA ready infrastructure.
The lead will manage change initiation, design and delivery and is accountable for successful delivery of the programme and ensuring benefits realisation.
In general this role will carry out some or all of the following activities:
Owns agile roadmap and drives E2E delivery for the feature
Accountable to the Central Programme via E2E delivery managers
Provides metrics & reporting management as defined by the programme
Facilitates and coordinates governance forums
Supports the BOM & BPM in defining achievable release and sprint roadmaps
Ensures the integration of feature work is sequenced and prioritised correctly
Facilitates iterative delivery and ensures there is a continuous flow of work across business and technology
Sequences and manages feature RAIDS and dependencies
MAJOR CHALLENGES & ACCOUNTABILITY
Major challenge: To help embed the Scaled Agile delivery framework as part of ensuring delivery of the feature scope of work
Accountable to ensure effective governance and controls are in place and maintained, in line
with the client Change Framework, and for the ongoing coordination of the feature team across both IT and business / support functions:
Accountable for the timely delivery, governance and reporting of status, timely escalation of risks and issues to stakeholders, ensuring stakeholder buy-in around plans, commitments and changes
Ensure that clear accountability for specific deliverables is in place across all involved teams, with appropriate business and IT involvement throughout and ensure that all involved teams (whether Front Office, Middle Office, Risk, Finance, HOST, etc) are working effectively together with common goals
At a feature level, plan and manage the sequencing of the work, resourcing, dependencies, communications, budget, surface and accommodate/manage interdependencies between teams, ensuring that L3/L5 plans from individual teams are viable, fully owned and executed effectively
Build and maintain excellent stakeholder engagement within the programme
Influence strategy and shape the programme approach and governance across all work-streams involved in the end to end delivery
Assist business stakeholders and IT teams with the decomposition of complex business requirements and interdependencies into tangible deliverables by Technology teams
Makes recommendations to influence decision-making in order to maintain progress towards delivery and benefits realisation
Ensure that work carried out by the products is in alignment with the client Change Framework
Contribute to defining best practice across the programme, working with the Programme Delivery Manager to ensure there is a consistency of approach across asset classes
Ensure architectural principles set out by the F2B Design Authority are complied with

A hands-on approach to making things happen, identifying and addressing issues and risks in the project delivery
Excellent Business Knowledge – borne out of deep experience in a capital markets environment.
Experience with both in-house developments and third-party products
Exposure to global initiatives/projects/programmes
A background that includes expertise in regulatory change initiatives or other large multi- disciplinary change in a capital markets environment
A background in system development lifecycle methodology techniques and documentation
Qualifications in any of the following: SAFe, Prince2, Agile Programme Management / PMI, Scrum-master
A sound understanding of the role that support functions such as operations, risk and finance play in investment banking
