Context for the role:
The Procurement & Supplier Management (P&SR) function reports to the Chief Operating Officer. The function selects and manages third party suppliers for Prudential UK & Europe, M&G and Enterprise IT. The aim of the function is to protect the business against commercial, operational and regulatory risk whilst delivering value for money for budget holders. The function will develop, agree and communicate the procurement strategy and will deliver procurement services to the organisation including running procurement projects, managing renewals, putting in place effective and appropriate contracts with appropriate suppliers and managing the purchase to payment (P2P) process for supplier invoices.
The Category Manager is responsible for supporting the delivery of either the IT or Professional Services, HR and Marketing Category Plan and buying activity. Key responsibilities include:
· Supporting the delivery of the category strategy for indirect spend, driving efficiencies and savings for the business and supporting delivery of business strategy and third party supply chain control
· Understanding and identifying market trends and intelligence to deliver value and innovative solutions that will achieve business success
· Delivering an excellent procurement service to internal customers/stakeholders
· Managing supplier relationships during the procurement projects and interventions
· Creating a supply chain that aligns with the P&SR Strategy
· Accountable for delivery of procurement projects driving efficiencies and savings for the business
· Building strong working relationships with core centralized teams (such as IT Security, Legal and Financial Crime)
· Driving continuous improvement for the processes utilized within their team and across the Procurement function

The role holder will work closely with the Senior Category Manager to ensure the category leadership supports key corporate objectives for the organisation, and may deputise for the Senior Category Manager.
It is important in this role to build relationships and networks across the organisation to establish the desired operating model and set the adherence to procurement ways of working. These relationships coupled with commercial and economic insight need to be harnessed to continuously drive tangible improvements across the category and to achieve recognised procurement best practice.

Purpose statements:
· To work collaboratively with colleagues and take personal accountability to maintain and enhance controls you are responsible for to support improvement of the overall control environment, customers outcomes and a reduction in operational risk
· This role holder will support the Senior Category Manager to develop and manage supplier relationships during procurement events to ensure value for money is achieved, providing technical expertise in advising, guiding and executing procurement processes
· Supporting the Senior Category Manager to devise and publish the category strategy and plan, Interpreting financial models and analysing marketing and industry data to develop and implement relevant category strategies which fulfil business strategy
· Influence and give advice to key stakeholders to support business alignment with overall procurement strategy, and increase business maturity in understanding and managing relevant commercial and operational risks
· Understand and identify trends in the market, working with key suppliers and support key stakeholders to deliver value and innovative solutions that will achieve business success
· Accountable for delivery of assigned procurement events within the category by applying rigorous processes and planning to all negotiations including establishing a total cost of ownership (TCO) view in all procurement decisions
· To undertake due diligence in mitigating all external supply risk from supplier selection to contract execution
· Lead and support contract negotiations, working closely with the legal, financial crime, IR&S and Supplier Risk Management teams
· Support delivery of continuous improvement within the procurement team, including identifying opportunities and realise value through the effective use of strategic cost management tools (e.g. e Auctions, catalogues, preferred supplier lists)
· To shape contractual terms and conditions involving Legal when required, employing best practice in contracting methods to manage commercial risk
· To support the implementation of new contracts and change of supplier, ensuring efficient management of change and in particular effective handover to and understanding of contract terms by business stakeholders
· To actively manage procurement projects using project tracking methodology, updating in a timely manner to support reporting requirements
· Delivering value for money and savings targets, and proactive forward planning for implementation and achievements of targets
· If you're responsible for any legal agreements with third parties then you must make sure these are managed according to the Managing Contractual Relationships Framework. You'll find your responsibilities as an expenditure authoriser set out in the financial procedures manual for your business (e.g. Prudential UK & Europe, PIA, PPMS)
· Make sure that all personal expenditure, and contractual and legal agreements are authorised, controlled and monitored according to our delegated authority requirements
· Understand our Code of Conduct and how it applies to your work. Comply with all relevant policies, including mandatory training
· Use your judgement to strengthen our positive risk and control culture, by identifying, assessing and managing risk within your business area
· Take all reasonable steps to make sure your business area fulfils its external regulatory, legal and industry obligations

Knowledge statements:
· Good knowledge of strategic procurement and category management theories and concepts, financial risk and liability, including understanding the commercial risks associated with indirect supply chain
· Strong analytical skills with the ability to cut through information and draw out key trends / insight to support the development and improvement of the category
· Excellent written and verbal communications skills, and the ability to communicate to a range of stakeholders at all levels of the organisation
· Working knowledge of financial services regulatory and legislative frameworks relevant to the UK business
· Strong knowledge of procurement best practice, good network/links with external bodies and individuals in category management across other industries
· Strong knowledge of UK indirect supplier marketplace in terms of pricing, breadth of suppliers and geographical coverage, supplier financial standing, including broad understanding of the market trends and dynamics

Experience statements:
· Experience drawing key trends and insight from a complex range of data and driving action from that insight
· Experience of working with a range of external suppliers, able to tailor approach based on the nature of the relationship with a specific partner or client
· Experience of commercial and contract negotiation, including the drafting and execution of commercial contracts with track record of delivering savings to target and timelines
· Experience of building relationships and influencing a range of internal and external stakeholders with the ability to manage competing priorities and business objectives
· Experience of working in a matrix environment / or virtual team environment
· Experience of working in a financial services or services based procurement function

Qualifications:
· Relevant professional or degree qualification (e.g. CIPS, MBA) with practical procurement industry experience
