About ERRP

The European Referendum Response Program (ERRP) is a firm-wide project to address our operating model and strategy in response to the UK's departure from the European Union.

About Markets ERRP The Markets ERRP team is a subset of the overall ERRP team that is responsible for the regulatory authorisation and operational stand up of the Markets businesses within the Barclays expanded entity in Europe that is being created in response to Brexit, Barclays Bank Ireland (BBI).

The team consists of business-specific coverage and roles across each of the Markets businesses, as well as pan-Markets functions and roles (FMIS / client & position migrations / central projects)

Overall purpose of role

The role will sit within the Equities asset-class ERRP Markets team, and it represents an SME / BA role across various elements of the Equities business, including: a) clearing; b) front-to-back infrastructure; c) technology delivery and testing; and, d) Equities products and overall business set up.

The role will have multi-faceted responsibilities in support of the overall Equities BBI business delivery and stand up, which will include but not be limited to: a) Equities clearing; b) BBPC / BCSL readiness; and, c) other elements including but not limited to technology testing, FMI connectivity and infrastructure buildout.

Key Accountabilities

  • Equities Clearing Model - Design and end-to-end execution: the initial task of the role holder will be to lead a program to ensure that the envisioned BBI Equities clearing construct is delivered successfully across each of the targeted CCPs. This will involve reviewing the targeted design with key business, technology, and functional stakeholders, and forming / leading end-to-end working groups to ensure successful execution delivery.
  • BBPLC / BCSL Readiness - work to drive Equities-related issues in the construct of the BBPLC / BCSL readiness team within Markets EERP. This team / working group is charged with ensuring that BBPLC / BCSL are adequately prepared to operate post Brexit as a third country into the UK.
  • Production Pilot Testing Coordination - take lead role within Equities ERRP with respect to production pilot coordination and oversight, leveraging the production pilot team and the relevant business & infrastructure partners that will be driving the production pilot delivery
  • Position Migrations - support various elements of Equities position migrations from BBPLC / BCSL to BBI
  • Front-to-Back Infrastructure Coordination - work with business, ERRP Equities and functional stakeholders to drive closer cohesion and interlock between the functions and the business as we drive delivery and stand up of the Equities business.

Stakeholder Management and Leadership

  • Build and maintain collaborative working relationships with the programme accountable executives and subject matter experts in each work stream
  • Manage lateral relationships with other programme office elements (e.g., Finance, HR, Regulatory Relations)
  • Manage and maintain the flow of communication between key stakeholders across the programme
  • Identify all key stakeholders and demonstrate exceptional stakeholder management and communication skills

Decision-making and Problem Solving

Problem solving and embedding change is at the heart of this role, and the role holder is required to work with various teams across the organisation to drive and embed change across multiple Equities-related execution elements.

Note that some of these may require adaptation as the firm responds to the evolving legal and regulatory challenges arising from the exit process from the EU.

The role holder will need to be able to manage multiple complex issues and decision points, and co-ordinate and delegate these to working groups and subject matter experts efficiently.

Risk and Control Objective

Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

Person Specification

Essential Skills/Basic Qualifications:

  • Broad financial services experience, with detailed SME knowledge of the Equities business area. The types of areas that this knowledge could include but are not limited to the following: a) overall operating model and business strategy; b) external market infrastructure and delivery of connectivity changes, especially with respect to Clearing; c) infrastructure front-to-back design and architecture.
  • Strong analytics skills and some experience working business and technology change
  • Ability to contribute to and support large scale delivery from inception to conformance

Desirable skills/Preferred Qualifications:

  • The role holder preferably will possess sound commercial and operational understanding of Equities Front Office businesses, with in-depth knowledge of at least one asset class
  • Experience in business transformation programs is a plus
  • A strong financial services background and experience of the design, planning and execution of changing Operating Models in this industry sector would be crucial to be successful in this role
  • Proven track record with programme mobilisation, initiation and planning in addition to management of established programmes is a plus
  • Ability to deal with uncertainty and change given the particulars of the Brexit political negotiations and range of potential outcomes
