Context for the Role:

The Finance Lead works within the Transformation Office Finance team, to provide financial management and assurance expertise in supporting the Programme teams for Bau Runway projects, ensuring that they understand and adhere to finance principles and policies. The Finance Lead also runs the Strategic Investment Board (SIB) process from a Finance perspective.
The Finance Lead partners with the Programme lead to provide support and challenge to programmes on cost management and benefit realisation, from initiation, through delivery to implementation. The Finance lead also works closely with the Finance Business Partner (FBP).

Work Level Accountabilities:

Manager/Expert:
  • For technical specialists, accountable for delivering expert advice or service, using specialist knowledge and subject matter expertise
  • Applies judgement to deliver outcomes, evaluating a range of potential solutions, considering the impact for customers, cost and risk
  • Manages conflicts that may impact delivery
  • Challenges upwards given knowledge of delivery and awareness of complex systems and the broader picture
  • Identifies and anticipates need for changes to continuously improve quality and efficiency of output
  • Manages resources and risks using expert judgment, know-how and experience
Key Responsibilities:

Governance & Control (incl. reporting):

To ensure all programmes have established and are adhering to appropriate financial policies and controls by undertaking the following key activities:
  • Work with finance Head to ensure finance principles & policies are updated regularly, clearly communicated to the programmes and provide relevant support to ensure adherence
  • Ensure SIB processes and governance is followed through review of papers and spot checks of programme financials
  • Provide Financial guidance, recommendation and challenge to the programmes when completing the SIB/IRG pre SIB approval process; ensuring finance information provided is consistent and is aligned to the finance principles; i.e. SH:PH & MG:PRU split, Baselines, previously approved funds etc.
  • Support the programme FBPs to carry out annual review of cost allocation drivers to determine if they are in line with SIB approvals and any material deviation highlighted and amended through the change process. Ensure the monthly cost allocations are as agreed and reflect any change that has come to light
  • Work with Snr Finance Analyst & the programmes to ensure financial submissions are in line with expectation and provide support in resolving any issues identified
  • Work with Finance Head & Snr Finance Analyst to provide monthly finance pack; including specific platform view to be included in the monthly platform meeting pack
  • Work with the Programmes to ensure the financials submitted are assured to TO Finance Principles and that the financials are well understood. This includes ensuring confidence in the financials, resolving any discrepancies on treatment to TO Finance Principles and providing guidance for new real world items.
  • Work closely with the central EPMO team ensuring alignment/input to the Change standards
  • Ensure understanding of how the ServiceNow Project Management Tool tool works in terms of financials
  • Work closely with the central EPMO team to understand any changes, updates, outputs etc required to the ServiceNow Project Management Tool

Planning & Dependency Management
  • To review the milestones and dependencies and consider spend and financial benefits impact across programmes. Request further information on financials impact where required and ensure well understood confirming confidence in Plan and forecasts
  • Review overall bau runway plan to ensure it meets the budgets, highlighting to management any key differences
  • Run the annual Prioritisation process with the Head and the TO Director

Risk & Issue Management
  • To review the risks and consider spend and benefits impact across programmes. Request further information on financials impact where required and ensure well understood.

Cost & Benefit Tracking

To ensure cost and benefit tracking is in place and across all programmes, and is effective by undertaking the following key activities:
  • Responsible for tracking benefits reported by the programmes and ensure sufficient evidence is provided to validate the savings
  • Work with Programme & BAU FBPs to ensure TO benefits have been reflected appropriately in the Plans and forecasts
  • Work with the programmes to complete the business case templates following submission of the SIB papers to ensure ongoing costs & benefits can be tracked accurately against approved funding
  • Support new transformation initiatives through business case development and Strategic Investment Board (SIB) submission process.
  • Work closely with the Programme leads & Business Analysts to ensure any key development on the programmes are known and highlight any potential impact to the financials.

Knowledge statements:
  • Knowledge of the M&G cost base
  • Knowledge of financial services regulatory and legislative frameworks
  • Knowledge of Life and Pensions and Asset Management products, systems and distribution methods
  • Working knowledge of key financial measures such as ROC, IFRS and SII etc
  • Knowledge of relevant legal and regulatory requirements, and ability to adapt quickly to changes and ensure implications are considered

Experience statements:
  • Experience of preparing financial data for relevant internal and external reporting, ensuring compliance with internal standards and procedures
  • Experience of communicating financial information to stakeholders across the business to support planning and decision making
  • Experience of optimising financial processes such as budgeting, forecasting and cost management
  • Experience of effectively balancing accuracy, quality and timeliness when creating and distributing internal and external financial reports
  • Experience of advising on the commercial implications of decisions
  • Experience of conducting sophisticated financial analysis (e.g. value chain and product / portfolio analysis) to advise on enhanced financial performance
  • Experience of analysing problems from a holistic perspective, considering the internal and external inter-dependencies involved

Qualifications:
  • Degree level qualification

- The role is suitable for a qualified accountant or someone who has equivalent practical commercial experience across a range of Finance specialisms.
