VP, Operations Manager, Strategic Advisory - Institutional Banking Group (IBG)

DBS Strategic Advisory Group sits within IBG and is responsible for advising and assisting key institutional clients in areas such as (i) their corporate strategies, (ii) mergers and acquisitions, (iii) public takeovers in Singapore and (iv) capital structure.

Role Overview

DBS Strategic Advisory is seeking an Operations Manager who will be responsible for middle and back office operations of the department.

Managing a team, the Operations Manager will ensure the department is in compliant with (i) DBS Group's internal policies and practices such as risk management, internal audit & controls, training and (ii) external regulations such as MAS' Representative Notification System.

The Operations Manager is also expected to oversee and support the middle and back office's requirements of Strategic Advisory's regional offices.


Legal, Compliance & Controls

  • Point-of-contact for Unit on overall co-ordination with relevant COO Units/ SMEs to initiate, manage and facilitate timely completion & quality execution of governance & controls related initiatives/ tasks to ensure full compliance of policy and regulatory requirements, and in line with Group level expectations;
  • Conduct control gap assessments/ trend analysis and partner with COO units/ SMEs in closing them;
  • Identify potential compliance and internal control issues and monitor progress of required improvement actions;
  • Lead and manage internal audit engagements such as planning, risk assessment, status tracking and reporting;
  • Keep constant alert of business and compliance risks to ensure full compliance with the prevailing regulatory and internal requirements; and timely escalation, as and when situation warrants related issues to management for attention/ action;
  • Lead/ participate actively in the development and refinement of internal control and processes for enhancing internal operational efficiency, including ad hoc reviews/ exercises/ projects.
Risk Management
  • Enhance risk governance within Unit by driving the Unit's operational risk committee or equivalent forum;
  • Develop and ensure implementation of Unit-specific operational risk guides, where relevant and procedures;
  • Promote risk & control awareness, including ensuring operational risk trainings are conducted and training plans are established and complied with;
  • Share operational risk best practices within the Unit;
  • Ensure timely completion of the Unit's RCSA programme and provide guidance on the identification/ assessment of risks and controls. Ensure that issues and action plans arising from the RCSA are tracked to completion;
  • Review and validate risk events reported for factual accuracy, proper categorization of event, cause, effect, and ensure that proper action plans are established to correct and prevent event from recurring;
  • Analyse and report Unit's operational risk profile (including OR losses, RCSA issues, KRI trends, compliance breaches, business continuity readiness or other significant issues) to Unit management, with proposed action plans to address the issues;
  • Escalate significant issues to Unit management/ Risk Management Group - Operational Risk (RMG-OR);
  • Ensure timely implementation of the BCM policies and standards and business continuity readiness of the responsible Unit.
Finance/ Tax
  • Preparation of documentation for financial reports including tax reviews and transfer pricing filings to regulators;
  • Review and update tax impacts and risks including transfer pricing, goods & services tax and withholding tax;
  • Develop and implement internal processes and workflows relating to tax implications on business travels by Unit employees.
  • Lead, coach, support and guide members of the Unit's operations team regionally;
  • Oversee daily operations to ensure a free flow process, and also supervise the execution of daily tasks where applicable;
  • Monitor and evaluate team's performance.
Minimum requirements
  • Relevant bachelor's degree from a recognised university;
  • At least 8 years of relevant working experience, particularly in an M&A department/ demonstrate strong understanding of the M&A business;
  • Well-versed with regulatory/ statutory policies and industry best practices;
  • Strong knowledge of a bank's internal control policies and procedures;
  • Ability to provide balanced perspective between business expediency and risk & control;
  • High level of thinking and execution capabilities - ability to conceptualise and implement new ideas on the ground;
  • Attention to details, compliance and control oriented, diligent and proactive.
