The Risk Manager is responsible for monitoring the overall risk management in the underlying Financial Services (FS) businesses in Emerging Asia on behalf of Telenor’s ownership and providing value added expert advice on risk management related issues. The Risk Manager is further responsible for following up and escalating critical issues and risks to Investment Manager and Head of Telenor Financial Services (TFS) and the appropriate fora within Telenor. The Risk Manager should have both international operational banking experience and a strong understanding of risk management in FS.

Responsibilities and performance measures:

In order to oversee and facilitate effective risk management in the FS entities, the Risk Manager will be responsible for the following:

  • Performance will be measured on quality of advice and Board meeting inputs to FS entity Board members and impact on quality of risk management in the FS entities
  • Maintain the Risk Management Framework and facilitate implementation in the FS entities, including providing guidance on risk appetite, risk assessments and mitigating actions
  • Ensure a complete overview of status of all key risks in the FS entities and brief Telenor’s Board nominees and TFS team on risk picture. Participate in Telenor’s Group Risk Forum
  • Contribute to Performance Review meetings of TFS
  • Maintain a close dialogue with Group Head of ERM to ensure that material FS risks are completely and correctly reflected in the ERM reporting and in the Telenor Risk Forum
  • Participate in Telenor ERM / Risk Community on behalf of TFS
  • Subject to Board approval, work with the Head of Risk in the FS entities to:
    • build a robust risk culture and awareness in the FS entities
    • review and assess risk appetite statements and all other risk related documents provided to top management and the Boards
    • facilitate that proper organisation, systems and processes are in place in the entities for managing risk – in accordance with the defined FS Risk Management Framework and local regulatory requirements for risk management
    • discuss and advise on risk assessments and mitigating measures with the entities, including key operational FS risk areas, such as cyber security
    • monitor that risks are regularly reported and updated in the Governance, Risk and Compliance (GRC) system (RSA Archer or equivalent) for Telenor’s ERM process and to the entity management, Boards and Risk Committees
    • follow up that the businesses operate within the defined thresholds and qualified considerations for risks
    • monitor risk status, report and take corrective action within all risk classes
    • contribute to the monthly Financial Services Risk Management and Compliance Forum with the FS entities
    • review reporting and public statements when applicable
    • provide clear advice to FS entity Board members and inputs to Board meetings within risk management, through pre- and post-Board meetings.
  • Manage the TFS Risk Community across FS entities
  • Participate in business and financial performance reviews with the FS entities
  • Have an ongoing dialogue with Group Internal Audit and Investigations to proactively identify risks and issues and provide inputs on audit plans
  • Be a promoter of the Telenor Behaviours and Code of Conduct
  • Provide support and guidance to the FS entities through regular interactions and site visits
  • Facilitate competency and capacity building in the FS Entities

Qualifications

The Risk Manager should have an in-depth understanding of relevant banking and FS risks and a solid background from risk management in FS. Additionally the Risk Manager should have the ability to build relationships based on trust and transparency with management positions while at the same time be able to form independent points of view and challenge existing practices based on integrity and a sound knowledge of best practice.

Formal qualifications and educational requirements:

  • Bachelor's Degree or Master’s degree in business/economics studies or in a related field
  • Certified Risk Management Professional
  • At least 7 to 10 years varied working experience from risk management or other related areas in international top tier and/or recognised  Banking / Financial Services, International Remittance, Mobile Payment services institutions
  • Background from top tier law or consulting firm, providing advisory services to FS institutions may also be an advantage, but is not a requirement

Professional skills:

  • In-depth knowledge and proven record of success in regulatory risk management requirements coupled with good understanding of FS operations and regulatory environments in emerging economies
  • Experience from working in large global companies with many stakeholders
  • Excellent knowledge of risk management methodologies and tools, principles and best practices
  • Strong understanding of key operational risk areas within FS
  • Strong FS business operational understanding
  • Strong quantitative and analytical skills
  • Strong communication skills, excellent in written & oral English
  • Understanding of the local cultures, regulatory environments and markets in which the FS entities operate
