My client, a leading international financial institution with offices in Singapore are looking for a Quality Assurance and Control Manager to work within Portfolio Management team, a team which have oversight of all change management projects in play across the bank.

The scope of the role includes end to end delivery of QA and control standards upheld by the institute, working with polices and best practices in mind.

Candidate requirement

  • Develop and execute an end to end Quality Assurance initiative
  • Take a leading role in contributing to “Health Checks” conducted on all key programmes
  • The portfolio QA manager will develop QA metrics that will help guide the individual projects and the overall portfolio
  • Coach individual project teams regarding the expected quality standards
  • Assist project teams in isolating the source of discrepancies between expected and actual project outcomes
  • Track metrics that all projects are improving based on assurance findings (at project and portfolio level)
  • Identify cross project issues and capture learning and best practices for future efforts
  • Perform systematic independent reviews and assurance reviews across the investment portfolio
  • Perform adhoc reviews on the direction of CIOs or COOs – with a focus on complex projects including regulatory and business critical projects
  • Provide detailed analysis based on assurance reviews, and ensure projects are amending artefacts to reflect the findings
  • Aid with QA/QC matters in project plans, assisting in developing testing plans
  • Ensure quality reporting consolidated and delivered to the Senior Management including CIOs, COOs, Project Steering Committees, and Portfolio Review Committees 

Job Qualifications

  • Expert Project, Programme, and Portfolio management skills
  • IT expert across design, development, testing and implementation
  • Solid experience in a broad range of leadership/management roles
  • Deep technical content experience (gained specifically through successful execution of Projects and Programmes)
  • Project and Program Management experience in large complex organizations
  • Project or Program Management qualifications (PMP, PgMP)
  • Bachelors in Engineering or Computer Science disciplines
  • More than 10 years’ relevant experience
  • Experience conducting quality audits
  • Experience developing or implementing a QA program, rolling out standards
  • Excellent communications and presentation skills
  • Ability to adjust communication styles depending on type of target audience.
