Lead Data Analyst, Data Management & Data Analytics

The role is expected to work with a dynamic team to design and implement data management & data quality-related initiatives (e.g., rollout of enterprise data taxonomy, data management tools to facilitate maintenance of the metadata, and data quality scorecards), with the twin objectives of meeting BCBS239 requirements, and enabling the bank to effectively leverage on data as an enterprise asset to support its strategic decision-making and actions. The function includes:

  • Provide input during the design of the data governance framework and policies, particularly in the data management areas of enterprise data taxonomy, metadata and reference data, with the view of implementing them via the help of the data management tool
  • Work with relevant business units to establish enterprise-wide data taxonomy
  • Implement data management principles by leveraging on enterprise-wide methodology and tools for a defined set of critical data elements ("CDEs")
  • Establish data quality ("DQ") metrics & scorecards, and apply DQ diagnostics methodology and tools to generate DQ scorecards for the CDEs
  • Provide subject matter expertise in guiding good practices for documentation of data lineage and metadata by relevant stakeholders
  • Work internally with the GDMO Data Governance Framework & Policies team to:
    • Highlight key opportunities to enhance data management and data quality, as well as to work with the relevant business units to address gaps in systems or processes to meet data governance requirements (including data management & quality)
    • Ensure that data management processes comply with the established framework & policies

In addition to the business-as-usual functions stated above, during the implementation of the BCBS239 program, the role is expected to fulfill program-specific functions that include the following:
  • Ensure that the work of the GDMO is coordinated with the Program Management Office (PMO) of BCBS239
  • Ensure timely delivery of artefacts & impact assessment on GDMO (scope, timeline, resources) to facilitate program change management (e.g., change requests) as part of the Program Governance procedure
  • Drive the timely delivery of program deliverables (e.g., implementation of the data management tool) that is fit-for-purpose in meeting BCBS239 compliance
  • Track timely delivery of the GDMO deliverables against program milestones, and escalate items that are at risk of delay
  • Provide technical advice and support to the Head of GDMO in areas related to data management


Qualifications
  • 5-8 years of related working experience, specifically in the areas of data management and quality
  • Implementation experience in data-related projects of similar scope, scale and complexity
  • Strong technical skills in the areas of data and database management, usage of ETL & data quality tools
  • Strong working knowledge in SAS and/or Teradata will be required
  • Good problem-solving skills and an ability to prioritise and manage multiple tasks
  • Willing to listen to multiple stakeholders and forge consensus on win-win solutions to meet sound data governance and management principles
