Job Description:
Based in Singapore, the Risk Policy Analyst will report directly to the Asia Head of Risk Governance (based in Hong Kong) and the Singapore/ASEAN Risk Management Country Officer (based in Singapore).  Responsibilities include end-to-end coordination of the IFRS 9 process and outputs with all participating countries in Asia, regulatory reporting, project management for BCBS 239 implementation in Singapore, implementation of new regulatory guidance and submissions pertaining to the risk organization (such as IWST, CRAFT, MAS 610 and MAS 643), and support for various regional projects, initiatives, and senior management presentations under the jurisdiction of the Office of the Asia Chief Risk Officer.
Principal Responsibilities:
  • Consolidate quarterly country feedback on economic variables for the IFRS 9 scenarios
  • Consolidate and share with Legal Entity Risk Managers the relevant ECL reports and supporting documentation for any adjustments (e.g. adjustments to staging and ECLs, calculation of Management Adjustment Factors, ECL modifications for IRM/Remedial assets, and Local GAAP adjustments)
  • Update adjustments for Staging and impairment in CitiRisk and Financial Adjustment Entry Module (FAEM), respectively
  • Compute ECLs for non-modelled assets in line with IFRS 9 guidelines based on input received from FRSS, Controllers, and other groups
  • Program and project manage the implementation of systems, processes and scorecards that enable CSL and CBNA Singapore to demonstrate compliance with BCBS 239 for the identified reports by January 2019; continue with this project on an ongoing basis to demonstrate sustainability
  • Work in close coordination with global stakeholders (FRI, Data Services, DQA, GFTS etc.) to ensure alignment in data governance activities and standards.
  • Manage franchise wide risk related regulatory submissions, such as Industry wide Stress Test, CRAFT and manage implementation of new regulations such as the revised MAS 610 and the new MAS 643 guidance
  • Handle new and upcoming regulatory developments through interaction with regulators (MAS) and auditors (KPMG)
  • Support the Asia CRO office on initiatives that include standardizing regulatory reporting and production of critical and time-sensitive deliverables for regulators and senior management forums

Qualifications and Experience:
  • Bachelor's degree or equivalent in a relevant field
  • 3 to 5 years of business or risk experience; experience within a large bank and/or multi-business line environment is preferred
  • Strong familiarity with relevant technology platforms (Genesis, Optima, Impairment Module, IFW, etc.)
  • Experience in synthesis of large amounts of data and written information
  • Working knowledge of regulatory frameworks
  • Working knowledge of IFRS 9 and BCBS 239 guidelines
  • Good verbal and written communications skills; ability to succinctly present issues and status to senior management
  • Efficient time management and ability to work under pressure and cope with unpredictable but time sensitive reporting requirements
