Director, Compliance, Surveillance Risk Assessment and Operational Excellence

  • Direct responsibility for the design, implementation and ongoing operation of a centralised market abuse risk assessment process, using qualitative and quantitative factors directly relevant to the various business activities performed within the Bank, to which the risk theme of market abuse relates ("Surveillance Market Abuse Risk Assessment"). The results of this risk assessment will also be used to discharge the Group Compliance Risk Assessment (CRA) requirement in relation to the risk theme of Market Abuse.
  • Establishing end to end linkage between the core Surveillance Market Abuse Risk Assessment, and other relevant risk assessment processes within the Bank, including the Operational Risk Framework for both the Surveillance function and the relevant Bank businesses, specifically including Financial Markets.
  • Collaborating with the heads of the relevant Surveillance teams, in the application of the results of the risk assessment, to the actual detective monitoring processes / activities performed by the Surveillance function, and the prioritisation of the coverage of that monitoring.
  • Design and implementation, in collaboration with the heads of the relevant Surveillance teams (Trade Surveillance, Communications Surveillance, etc.), of various activities to promote operational excellence within Surveillance, including but not limited to training of surveillance teams.
  • Oversight of all control checking and associated processes operated by the Surveillance function to mitigate the risk of the various potential failure points applicable to the core Surveillance processes.
  • Oversight of the administration of the periodic ORF residual risk assessment for the various Surveillance owned processes within the Compliance Process Universe.

RESPONSIBILITIES:
  • Help the Group meet its commitment of being "Here for Good" by building a sustainable compliance framework that places regulatory and compliance best practice standards, and a culture of appropriate conduct at the forefront of the Group's agenda
  • As an independent second line risk control function, execute the relevant aspects of the Compliance framework through robust independent risk control and the provision of specialist advice and constructive challenge in a manner proportionate to the nature, scale and complexity of the Group's business.
  • Proactively support and challenge the Group's businesses and functions to exhibit appropriate conduct, comply with regulatory and compliance requirements and strive to achieve fair outcome for the Group's clients.
  • Evaluate the effectiveness of the Group's compliance efforts.
  • Support the management of the regulatory relationships with each of the regulators, whose rules the Group is subject to.
  • Management and functional responsibility for all members of the Surveillance Controls team.
  • Maintain constructive and effective relationships with other stakeholders in the Operational Risks, Technology, Compliance and Business functions.
  • Insofar as they relate to regulatory compliance, be responsible for providing details of developments giving rise to a material risk that serious regulatory breaches or breaches of risk tolerances (as agreed by the Board from time to time) may occur and notifying any such breaches to Head, Compliance, Surveillance
  • Maintain independence, deliver timely responses, and timely escalation of risks and issues where they feel risk management tolerance of the firm are exceeded.


QUALIFICATIONS
  • Strong experience of compliance / regulatory risk assessment.
  • 8 or more years of compliance and/or market conduct surveillance experience, with experience of performing surveillance analysis work at a supervisory level.
  • Excellent critical thinking abilities to identify failure points, operational risks and the ability to come up with a solution to address these.
  • Strong knowledge of trade surveillance systems.
  • Strong background in process and controls development.
