The mission of the Fusion Resilience Center (Fusion) is to understand, prepare for, respond to, recover and learn from operational threats and incidents that impact the Firm. Fusion provides an integrated and holistic ability to prepare for and deal with a broad landscape of threats, which may impact the Firm, from cyber and fraud, to technology incidents, weather, natural disasters, geopolitical unrest, terrorist attacks, and pandemics. Fusion is responsible for providing Global Intelligence, managing Fusion Response, and facilitating Firm and Business Resilience across the Firm. With centers in New York, London, Glasgow, Budapest, Mumbai, Hong Kong, Tokyo, and Singapore, Fusion’s 24/7 proactive follow-the-sun model is the cornerstone of the Firm’s operational resilience capability.

Team Profile

Morgan Stanley has a key requirement for a Business Resilience Manager covering China to work as part of a global team to support strategic planning program development and fulfilment of internal and external planning and testing requirements. The team is focused on driving continued enhancement to the Firm’s Business Continuity Planning standard to ensure the impact of potentially disruptive incidents can be responded to robustly and promptly in alignment with business objectives and regulatory expectations. The function is also responsible for program governance and reporting, and development and support of Business Continuity tooling and transition of enhancements into production.

The agenda over the next few years includes continued enhancement to both continuity plans and testing scenarios against severe but plausible scenarios in support of business resilience whilst also ensuring alignment with regulatory expectations (e.g. ‘Operational Resilience’).

The Role
A Business Resilience Manager is required to provide subject matter expertise to both enhance and expand existing programs around Business Continuity Planning and the testing of Business Continuity Plans to ensure that, during a business disruptive incident all Business Units will be able to recover and perform critical business processes and limit the impact of the incident to the Firm. A successful candidate will be responsible for the implementation of these enhancements by working closely with stakeholders from across the organization. This role is based in Singapore.

Key Responsibilities
  • Drive the assessment, development and communicating business continuity plans associated with the Firm’s Business Units to protect the firm in the event of a business disruption
  • Conduct periodic reviews and tests of established plans and procedures, reporting findings to management and making recommendations for improvements as needed
  • Interact with critical business units and support groups for the purpose of planning, directing, and controlling contingency planning efforts while facilitating their plan development
  • Maintain direct communications via monthly Business Unit planning meetings and activities
  • Assist the department in enhancing, formalizing and standardizing the business planning process
  • Conduct periodic reviews and tests of established plans and procedures, reporting findings to management and making recommendations for improvements as needed
  • Coordinate monthly reporting collation and distribution for program governance and monitoring purposes
  • Engage with senior management and participate in governance committees to effectively drive the Business Resilience program
  • Conduct 3 rd party vendor business resilience reviews and continuity due diligence assessments
  • Actively drive and support local, regional, and global managed projects
  • Participate and assist business units’ incident management response
  • Lead the Firm’s response to a disruptive event, as they relate to the countries within the remit, with the support of the regional and global teams
  • Interact with country management to provide advice, coordination, and support during a disruptive event, including escalation, communication and following up on lessons learned
  • This role may require some travel within Asia

  • Ability to manage and interact with staff at all levels in the Firm
  • Ability to coordinate and lead teams outside of the department on testing and tabletop scenario exercises
