BlackRock manages a total of USD 250 bln for clients based in The Netherlands. The Dutch office consists mainly of business development and servicing professionals. Out of the USD 250 bln AuM, approximately USD 40 bln is managed by BlackRock Netherlands B.V. as the Dutch MiFID regulated entity that provides investment management services to institutional clients (in the following ‘BNBV’). The Dutch business of BlackRock has a presence in Amsterdam (60 staff) and Eindhoven (10 staff).

Within the Amsterdam-based Business Management team, an opportunity has arisen to join us in the role of Vice President responsible for Platform Oversight for BlackRock Netherlands BV. This is a unique opportunity for an individual with a strong organizational and risk aware background to take ownership of the overall oversight framework of our Dutch regulated entity, partnering across the firm on wide-ranging topics and challenges. This role will be supporting the governance framework of BlackRock Netherlands BV and oversee operational processes carried out by both internal and external service providers to ensure the BlackRock Netherlands BV remains fully compliant with MiFID and applicable regulations.

Oversight and due diligence have become central to the functioning of investment firms. The VP Platform Oversight will be responsible for the oversight and due diligence framework of BlackRock Netherlands BV, ensuring a proper in control setting for the regulated entity. This is a cross-functional role, requiring coordination across disciplines as Legal, Compliance, Risk Management, Finance, Tax, Investment Oversight, Operations and Technology. The role is critical to monitor and challenge the various service providers of BlackRock Netherlands BV, seeking to improve service delivery by BlackRock Netherlands BV to its end-clients. In addition, the position will play a key role in managing regulatory change processes, in close alignment with Legal & Compliance. Finally, for the area of responsibilities will also include the organization of meetings of the BlackRock Netherlands BV Board of Directors, preparing the agenda, supporting the relevant specialists to bring their conclusions and recommendations to the Board.

In addition to platform oversight responsibility for BlackRock Netherlands BV, the VP Platform Oversight will also be responsible for wider governance and control activities, performed in The Netherlands, across the across the client business channels of Institutional, Retail and EII Index.

Key Responsibilities:

Overall ownership of day to day in-control setting of regulated entity BlackRock Netherlands BV

  • Development and implementation of the overall governance framework, in close cooperation with the Netherlands COO and Regional control functions.
  • Coordinating with oversight and control functions as RQA, Legal & Compliance, Investment Oversight, Finance, Internal Audit
  • Support in Finance related activities, as the preparation of ICAAP, annual statutory audits of BNBV
  • Liaise with external stakeholders as external audit and regulators, in partnership with relevant internal departments to support regulatory engagements and activities

Develop and implement the Framework for Monitoring Delegated Services for BlackRock Netherlands BV

  • Planning and executing the control cycle around delegated services
  • Developing delegation and oversight policies including the management of Service Level Agreements and Key Performance Indicators as well as execution of periodic service review meetings and due diligence workshops
  • Partnering with the various control functions, coordinating reviews, assessments of outsourced services, ensuring full transparency and buy-in from the internal stakeholders
  • Perform due diligence on internal and external service providers
  • Ongoing monitoring and preparing delegation reporting
  • Perform risk assessments around outsourced investment management and support functions
  • Perform self-assessment and continuously improve the governance and control framework of Delegated Services

Responsible for Board Governance BlackRock Netherlands BV

  • Prepare and attend BlackRock Netherlands BV Board meetings
  • Identify relevant topics for Board to address, pro-actively seek solutions and buy-in

Coordinate and implement firm wide governance and control initiatives

  • Coordinate business channel control processes at Netherlands country level
  • Maintain operating processes and coordinate self-audits

Knowledge/Experience:

  • Masters Degree
  • (5-7) + years of experience, either in an equivalent Oversight position in a Financial Regulated Entity or in a risk & controls related role in asset management
  • Strong background in governance and control environments
  • Affinity with financials markets and asset management
  • Demonstrable ability to influence a highly-performing internal client base by delivering timely, credible, accurate and value-added advice
  • Proven ability to clearly communicate and engage with senior leadership and Boards on regulatory compliance matters and risks.

  • Self-motivated and works autonomously
  • Has an entrepreneurial spirit and is willing to take on additional responsibility quickly
  • Effective written and oral communication skills including fluency in Dutch and English; other languages are a plus
  • High standard of accuracy and attention to detail
