The Central Bank of Malta is an independent institution, which forms an integral part of the Eurosystem and, as a member of the European System of Central Banks (ESCB), has the primary objective of maintaining price stability. The Bank is entrusted with all major central banking tasks, particularly that of ensuring the stability of the financial system.

The Central Bank of Malta invites applications from persons who are suitably qualified to fill the role of Chief Investments Officer. 

The Role


The Chief Investments Officer (CIO) is a new high-ranking management position within the Central Bank of Malta, reporting directly to the Governors. The CIO oversees the management of the Bank’s financial assets and develops, as well as implements, the overall investment strategy within the parameters set by the Board of Director and the Investments Policy Committee of the Central Bank of Malta. This includes managing the Bank’s own portfolio using in-house resources, analysing global financial market developmentsoverseeing the Bank’s relationship with external asset managers, reviewing performance and making recommendations on how to optimise investment returns while minimising risks. This role also entails providing support to the Governors on developments in international financial markets and other related topics relating to Eurosystem market operations.


Requirements

Eligible candidates must have substantial institutional investment management experience with a strong fixed income orientation and in the analysis of global financial market developments. They are expected to possess analytical skills, in particular in the quantitative analysis of financial markets. Candidates should also hold as a minimum a qualification in finance or economics from a reputable university/institution at least at MQF/EQF Level 7. 

They are expected to have people management experience, having led sizeable management teams in private or public sector organisations, preferably at senior management level.

Candidates must have excellent command of English with proven drafting ability.
