This is a full time position.

This is a temporary position for 1 year at grade 4/5

As this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.

Panel interviews are anticipated for end of November 2018

Purpose

You will design, negotiate, establish, manage and administer a broad range of outsourced hospitality service contracts for the EIB Group owned and rented buildings in Luxembourg. You will do so in compliance with the relevant procedures, policies and following standard methodologies in order to ensure high quality services for all EIB Group employees and guests at the best cost.

Operating Network

You will report to the Head of Services Contracts Unit. The Unit is responsible for soft services (integrated Hospitality contracts mainly in catering, cleaning, service desk, and conciergerie) for all EIB Group buildings in Luxembourg.

The post requires a high level of interaction with all EIB agents, including senior partners and external providers.

Therefore, you should have strong negotiation skills, customer focus along with diplomacy and excellent interpersonal and communication skills at all levels.

Accountabilities

  • Support the Head of Unit in the implementation of the operating procedures and processes for service contracts and lead initiatives and projects relevant to own domain
  • Supervise and actively intervene in service contracts management
  • Coordinate external service providers and actively promote teamwork and cooperation within the Unit and other services to ensure efficient delivery of service contracts
  • Closely cooperate with the Building Management Office Division on service provider performance; define and follow-up Key Performance Indicators for services, measure performance against targets and continuously improve the quality and cost of the services
  • Serve as the contact person with the external monitoring and control contract service providers to ensure that they are in line with the contractual provisions (in particular the Service Level Agreements and Key Performance Indicators)
  • Contribute towards the efficient communication of the Unit’s activities to customers, partners and other stakeholders

Typical qualifications

  •  A University degree in a relevant field (e.g. hospitality management, facility management, contract management, procurement, business administration)
  • Certification in Project Management methodology would be considered as an advantage

Typical experience

  • 3 years of relevant professional experience (e.g. service contract management, performance oriented contract management, procurement)

Key technical / professional knowledge and skills

  • Demonstrable contract negotiation skills
  • Demonstrable ability of monitoring deliverables in facility management and operations management of soft services (integrated Hospitality contract mainly catering, cleaning, etc)
  • Knowledge of contract management and procurement regulations and procedures
  • Ability to draft comprehensive Terms of References for service contracts and to draft notes and reports for management decision-making
  • Excellent interpersonal and communication skills (oral and written)
  • Very deep knowledge of Microsoft Office, including MS Project
  • Excellent command of English and French(*1); knowledge of other European languages would be an asset

(*1) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
