The Mandate Management Department ensures that 3rd party funds which are contributed to the EIB via a “mandate” are managed effectively and allocated to projects contributing to the objectives of the donors or “mandators”. The Mandate Development Division is responsible for the origination and structuring of mandates, as well as an overall oversight of the mandate portfolio managed by the EIB. As (Associate) Mandate Officer, you will contribute to the origination and design of mandates of existing and future mandates, in close cooperation and under the supervision of more senior staff or the Head of Unit or Head of Division.

The EIB, the European Union's bank, is seeking to recruit for its Operations Directorate (Ops) – Mandate Management Department (MM) - Mandate Development Division (MM-1) at its headquarters in Luxembourg, a (Associate) Mandate Officer – Contract Negotiation. This is a full time position at grade 4/5.

The term of this contract will be 4 years

Panel interviews are anticipated for mid November.

 The EIB offers fixed term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

The Mandate Management Department ensures that 3rd party funds which are contributed to the EIB via a “mandate” are managed effectively and allocated to projects contributing to the objectives of the donors or “mandators”. The Mandate Development Division is responsible for the origination and structuring of mandates, as well as an overall oversight of the mandate portfolio managed by the EIB.

As (Associate) Mandate Officer (internally referred to as (Associate) Officer), you will contribute to the origination and design of mandates  of existing and future mandates, in close cooperation and under the supervision of more senior staff or the Head of Unit or Head of Division.

Operating Network

You will report to the Head of Division or Head of Unit and work in close co-operation with the other members of the Mandate Development Division. You will regularly cooperate with other colleagues in the Mandate Management Department and other services of the EIB Group working on mandate-related activities. Externally, you will liaise with mandators such as the European Commission and EU Member States and other stakeholders such as NPBIs.

The responsibilities of the (Associate) Mandate Officer may be adjusted in accordance with business needs, and in line with the benchmark roles.

Accountabilities

  • Participate in negotiations of funding and other agreements with the European Commission, the EU Member States and other donors.
  • Participate in discussions with regulators regarding proposed changes to EU budgetary and other regulations (e.g. Financial Regulation, InvestEU Regulation, NDICI Regulation) and assess the impact of new regulations on the EIB’s mandates. 
  • Provide early-stage structuring advice on the design of new mandates and develop concepts for contractual agreements with the mandators, ensuring consistency among various mandates and compliance with internal and external requirements.
  • Advise on horizontal issues affecting multiple mandates (e.g. duty of care, tax avoidance, conflict of interest, etc.) and liaise with the relevant services in the EIB Group.
  • Develop the governing framework of a mandate, in cooperation with colleagues from the Legal Department and Secretariat General.
  • Design or adjust the processes and procedures to govern the delivery of a mandate.
  • Conduct an assessment of the EIB’s mandates portfolio (based on the Bank’s toolbox) and make suggestions to increase efficiency and effectiveness of the mandate for the Bank and its stakeholders.
  • Liaise with loan officers and other colleagues in the EIB Group on the development of a new mandate.
  • Prepare briefings, presentations and other documentation about the new mandates’ regulatory and contractual framework to increase awareness

Qualifications

  • Degree in law, finance or economics is required. Further postgraduate qualifications in one of these subjects would be a distinct advantage.
  • At least 3 years of relevant professional experience in an international law firm or an international financial organisation. 
  • Significant experience in negotiating and drafting finance contracts in English.
  • Experience in the framework of the EU budget and EU policies and familiarity with EIB Group or lending operations would be an advantage.
  • Excellent knowledge of English and a good knowledge of French (*). Knowledge of other EU languages would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
