Business Function
Group Legal, Compliance & Secretariat ensures that the bank's interests are protected by zealously guarding and enhancing its reputation and capital. Support BU and SU to comply with latest legal, regulatory and internal requirements on combating financial crimes and complying with sanction requirements:
  1. Evaluate and advise on AML and sanctions risks arising from the customers, transactions, products and / or segments.
  2. Review sanctions, Politically Exposed Persons ("PEP") and adverse media related exception flagged by system (Actimize or equivalent) and manually escalated by BU and SU identified on the customer relations and transactions.
  3. Keep abreast of relevant legal and regulatory development and perform a gap analysis on the relevant policies and procedures. Act as key liaison officer with BU and SU to advise and clarify issues arisen from updates on local law, regulation or Group standards. Support relevant stakeholders to comply with relevant legal and regulatory requirements, Group standards, policies and procedures, and internal operating instructions.
  4. Assist in reviewing high-risk client relations such as PEP and facilitate senior management approvals during on-boarding and trigger event / periodic reviews on them.
  5. Understand the industry market practices and provide advisory supports to BU and SU in the development and implementation of the policies and procedures for their operations in compliance with Group's procedures and guidelines, and statutory and requirements.
Contribute to Group's AML projects and initiatives:
  1. Ensure the products and services rolled out by BU and SU are fully complied with the AML and sanctions requirements.
  2. Participate in Group's AML projects and initiatives and perform risk assessment with proper advices offered from AML and sanction compliance perspective.
Cultivate high AML awareness and culture in the organization:
  1. Formulate and implement AML and sanctions training programs to BU and SU to uplift the standard of AML and sanctions awareness.
  2. Keep the training materials up-to-date and relevant and educate the staff on the relevant regulatory developments and compliance policies and procedures.
Assist Head of AML and FCSS in responding enquiries and requests from relevant authorities, management and internal audit:
  1. Support AML and sanction-related management information reporting on a regular basis. Escalate swiftly to senior management on any material issues including breaches or potential violations of applicable laws, regulation or Group standards.
  2. Assist preparation of responses to internal or external examination.
  3. Maintain proper registers for all AML and sanctions works and manage tracking and remediation on outstanding AML and / or sanctions issues or findings.
  4. Support all relevant control checks undertaken by FCSS under the operational risk framework and promptly escalate to senior management for any significant risks identified.
  • University graduate in finance or related discipline
  • 3-8 years of relevant compliance and / or AML experience acquired from international bank(s) Functional / Technical Competencies (Include but not limited to the knowledge of products, markets & regulatory requirement of the job required)
  • Good understanding on consumer, corporate and private banking products, services and transactions.
  • Good knowledge on legal and regulatory requirements of AML and compliance principles and corporate governance practices.
  • Ability to cope with highly demanding and fast paced banking environment.
  • Competency to work in a matrix international organization.
  • Demonstrate sound commercial experience and judgment
  • Candidates with less experience will be considered for AVP
