The Role Responsibilities


In view of the change in organisation structure as a result of Project Rubik, we are expanding the Capital Reporting and Management team to cope with the change in scope as well as the increasing demand and regulatory changes on Capital reporting and management. The role is responsible for:
  • Assisting the Head, Balance Sheet Management, HK to carry out the capital regulatory reporting for Hong Kong on both solo-consol and consolidation basis.
  • Ensuring capital related regulatory returns are submitted to HKMA timely and accurately.
  • Ensuring the accuracy, timeliness and completeness of Pillar III disclosures and compliant with Banking (Disclosures) Rules and relevant standard disclosure templates.
  • Engaging in consultations of capital related changes, e.g. Basel IV implementation, amendment in Banking (Capital) Rules and Banking (Disclosure) Rules, and relevant quantitative impact study
  • Contributing in various system enhancement projects, including provide business user requirements, reviewing perform user acceptance testing and post-implementation testing
  • Providing advice on capital management, including regular capital plan, impact analysis on capital initiatives, RWA optimization initiatives, etc.
  • Maintaining good relationships with Group, HKMA, internal audit and external auditors and dealing with capital related regulatory/ audit matters.
  • Promote the Bank's reputation and relationship with regulatory authorities.
  • In relation to Capital Reporting, reporting to Head, Balance Sheet Management, HK and responsible to:
    • Provide in professional manner timely and accurate financial and non-financial information of the Bank to local authorities and to the Group (for Bank of England) as required.
    • Ensure that an effective and efficient internal control system is in place for the returns submission function, and that the reporting requirements and completion guidelines set by regulatory bodies are complied with.
    • Ensure the timeliness, accuracy and completeness of Pillar III disclosure statements and the compliance with Banking (Disclosure) Rules and relevant standard disclosure templates
    • Identify areas to improve efficiency and quality in reporting to the HKMA. This will involve planning and implementing necessary changes and system enhancements to BCRS/ RAy, PSGL and various TP systems.
    • Work closely with the Group on regular system enhancement and RWA optimization initiatives to ensure that the enhancement / changes have taken into account the local regulatory requirement and relevant rules.
    • Coordinate with other regional countries on implementing capital-related requirements under HKMA rules
    • Ensure proper documentation on the capital reporting process and compliant with BCBS 239 on a consolidated basis
  • In relation to Capital Management:
    • Advise the capital implication from the launch of new products and structured transactions
    • Proactively provide advice and support to Divisions/Departments on all issues related to capital related regulatory reporting.
    • Monitor the various capital related metrics against internal limits, including the CAR, Leverage Ratio, AIRB coverage ratio, etc, and identify the room for improvement
  • Engage in capital related consultations and assess the business implication, e.g. Basel IV and the relevant QIS, Banking (Capital) rules amendment, capital-related policy changes, etc
