As a result of expansion, my client a leading global banking group is looking to recruit an experienced Liquidity Risk, Treasury or Balance Sheet Management professional to join its team in Hong Kong.

The Liquidity Risk Manager will be responsible for providing independent oversight of Liquidity Risk Management across Asia Pacific leveraging Operational Risk resources to deliver oversight over the use and embedding of the Operational Risk Framework by the Three Lines of Defence and will execute a comprehensive and granular programme of liquidity and Second Line of Defence, ensuring the system is performing as designed. This role requires deep understanding of Liquidity Risk, Funding products and tools employed to manage enterprise wide Liquidity Risk,  supporting the build out of an effective Liquidity Risk Management Second Line function. The jobholder will review the entire stress testing process as it pertains to liquidity including, but not limited to, scenarios that are chosen for the stress tests and assumptions made on liquidity of both assets and liabilities, performing and documenting independent analysis on the assumptions to ensure independent viewpoint, supporting and refining existing stress model assumptions and controls including their limits, guidelines, and model framework. The Liquidity Risk Manager will provide analytical support to generate an independent viewpoint, documenting appropriate challenges particularly relating to independent testing of assumptions and  will review front line units and the bank’s governance processes to ensure Liquidity Risk taken is in accordance with the Risk Appetite and the proper risk framework is deployed to measure, monitor and control risks. The incumbent will keep current on regulations relating to Liquidity Risk management, will participate in data analysis and material preparation for regulatory exams and ad hoc analysis and partner with control functions to leverage reports, routines, processes and systems.

The successful candidate will be a degree holder with at least 8 years’ experience in a Liquidity Risk, Treasury or Balance Sheet Management role gained at a major international bank. Those with first hand trading experience of products used to manage liquidity will also be considered. Applicants will need to have had previous experience running a balance sheet, have a good knowledge of the importance of liquidity management, vanilla derivative market products, working knowledge of complex derivative markets, traded markets, cross market funding and asset transformation as well as a solid understanding of credit risk, the cost of credit, and the effects of limiting credit. Candidates will have proven technical competency with system infrastructure and have a high level of competency to determine solutions around appropriate risk measures, risk processes, risk monitoring and management. In addition, candidates will need to be flexible and adaptable to the evolutionary nature of Liquidity Risk Management, the changing regulatory expectations of Liquidity Risk management Second Line framework and analytical processes and to navigate a challenging regulatory environment.
