Head of Financial Crime Compliance (Head of FCC)
Level: Executive Vice President
Location: Hong Kong
Work closely with the existing Head and Co-Head of the Internal Controls Department the relevant section heads of AML/CFT, Sanctions, AB&C and FRM and the FCC leads in the Business Units to deliver a robust and integrated Financial Crime Compliance program across branches and subsidiaries of the Bank.
Enhance the FCC program to address current financial crime risks and remain sufficiently agile to manage anticipated future financial crime risks.
Provide clear and relevant technical advice, guidance and training to members of the business in line with the financial crime compliance strategy whilst remaining commercially sensible with the approach and recommended measures.
Ensure that internal investigations of fraud, money laundering, terrorist financing, bribery, corruption and frauds are performed and reported internally to the Money Laundering Reporting Officer(s) of the Bank and the subsidiaries respectively, and externally in a timely manner and that risks are managed proactively.
Prepare and present ad-hoc and regular reports to the Internal Control & Compliance Department of Head Office and where required, the relevant management and board committees.
Work experience and Qualifications:
Minimum of 15 years of professional working experience in financial services
Experience advising or working in an in-house compliance function with a focus on delivering a robust financial crime compliance program.
Exceptional knowledge of all aspects of financial crime in financial services and the relevant regulatory requirements for AML, Sanctions, AB&C and FRM in Hong Kong and China.
Experience implementing a consistent financial crime compliance framework across multiple business lines and subsidiaries.
Experience working in a large commercial bank would be an advantage, but not essential. Proven track record of excellent communication and business partnership skills with senior and executive management.
Experience working with regulatory authorities would be an advantage but not essential.
Qualifications in law, accounting, commerce/business or related disciplines; recognised professional qualifications incl. CAMS/CAMLP or equivalent qualifications preferred.
Fluent written and spoken Cantonese, Mandarin and English language skills preferred.
