The Role Responsibilities
Strategy

  • To uphold the integrity of risk/return decisions, and in particular for ensuring that risks are properly assessed, captured, monitored and controlled in accordance with the Group's Risk Appetite Framework and other portfolio limits for the Greater China & North Asia FM businesses.
  • To ensure the Risk Management Framework is effectively communicated and implemented across the Traded Products within FM & TM.
  • To exercise direct Risk Control and Monitoring Ownership for market risk across FM and Treasury Markets businesses in Greater China & North Asia.
  • To meet local regulatory requirements as they pertain to risk management, prudential standards and governance, conduct and operational standards
  • To ensure best practice.
  • To build market risk bench strength and retain talent within the team.
  • Succession Planning for Traded Risk Head of GCNA

Business

  • Appraise and contribute to the development of the Bank's strategic plans and alignment with risk appetite by providing support to the Group Chief Risk Officer's Management Team and other executive risk forums relevant for Greater China & North Asia.
  • Engage all stakeholders (e.g. Business partners, Market Risk, Finance, Legal and Compliance) to raise awareness of Financial Markets or product-specific risks and how these are managed by TRM CCR Function.
  • Identify and report key risks material to the region and challenge the First Line to evidence that the material risks arising from their business activities have been identified, assessed, monitored and reported.
  • Ensure that risk decisions are transparent and supporting rationales are explained in a professional & courteous manner, especially when turning down proposals.
  • Actively engage regulators - take the lead to understand and shape their expectations
  • Ensure that traded risk measurement methodologies are fit-for-purpose, comprehensive and implemented with integrity.

Risk Management

  • Implement & lead the overall Risk Management Framework for Traded Products and oversee its effective application in Greater China & North Asia. Complement with a region-specific risk framework when required.
  • Directly contribute to the various Risk Forum and risk-related Committees by providing updates on relevant risk topics, regulatory developments or changes in policies and processes.
  • Ensure global and regional business and product heads and all Risk Framework Owners understand and accept their risk management responsibilities through Financial Markets' local and regional committees.
  • Maintain an open and cooperative relationship with regulators and auditors.
  • Forward looking, taking into consideration to external events which may be material to this region. Ensure appropriate management action is being taken to mitigate their impact.
  • Ensure that material operational risks are reported to the relevant FM Product Governance Committees.
  • Ensure that material traded risks are reported to the relevant Risk Committees.
  • Ensure that the Function effectively executes the Enterprise Appropriateness Procedure.
  • Keep abreast with the latest development impacting the Financial Market business from a risk and capital perspective.
  • Ensure risk identification, measurement, reporting, and modelling capabilities are objective, consistent, and compliant with applicable regulations.
  • Ensure effective mechanisms are in place to assign Risk authorities in the Function to suitable named individuals in line with their skills and judgment.
  • Assist the design and oversee the implementation of stress tests and scenario analyses to be fit for purposes for GCNA


Our Ideal Candidate
§ Solid experiences on financial market with international experience with in depth knowledge of market, liquidity, counterparty credit and applicable trading risk models and methodologies
§ Qualifications in a numerate, quantitative discipline. (e.g. science, engineering, economics, finance)
§ Education: Bachelor or above.
§ Good understanding of Financial & Treasury markets and able to provide in depth analysis.
§ Excellent analytical skills and sound judgement in a rapidly changing environment
§ Effective verbal and written communication skills
§ Ability to present complex risk issues to senior and non-technical stakeholders
§ Excellent interpersonal skills, multicultural awareness and sensitivity
§ Proactive Risk management.
§ Have a good understanding of GCNA region and its dynamics
§ Experience in market risk, Traded credit risk and/or liquidity risk management in banking. Knowledge of XVA would be a plus.
§ Self-Starter, add value on day one. Can excel under pressure.
§ Ideally have experience in managing a team and experience in dealing with regulators and external auditors
§ Licenses and Certifications/accreditations; SCB internal CCC certification
§ Bank training; i.e. mandatory & developmental: Volcker Rule - Role Specific (Financial Markets), Risk Management Framework
§ Language: Fluent in English
§ Substantial experience at the senior risk management level in the banking industry, including demonstrated success in a similar role.
§ Sharp business acumen (including ability to assess risk and appropriate levels of return), strong leadership qualities, excellent interpersonal skills and multi-cultural awareness and sensitivity.
§ Demonstrated track record in successful management and ability to manage risk in geographically dispersed and highly varied client segments product base and asset classes.
§ Significant experience in managing stake holders across business, other risk and control functions.
§ Regulatory Framework and Requirements: Awareness and understanding of the regulatory framework in which the firm operates, and the regulatory requirements and expectations relevant to the role.
