Team Overview:
The Portfolio Compliance Group (PCG) is a global group which sits within Aladdin Portfolio Services (APS) one of the core functions within the Business Operations Group at BlackRock. Portfolio Compliance is responsible for implementing controls & processes, to ensure we are portfolio compliant with all applicable regulatory and portfolio issued guidelines. This relates to trading and investments, including core Aladdin pre- and post-trade compliance and non-Aladdin trading compliance; mutual fund monitoring and reporting; global syndicate offering review; ERISA monitoring, and Global Thresholds monitoring and reporting.

The Regulatory Thresholds Reporting team is primarily responsible for the monitoring and reporting of the large shareholdings, short trading and Takeover Panel transaction to each of the regulators Globally, covering all global investments in these countries, as well as responding to internal and external requests for information on the firms positions in companies and securities. The group is engaged with and provides services to many other departments across the firm in particular; Portfolio Management, Legal & Compliance, and Corporate Governance, as well as working closely with other Business Operations and Technology teams.

This role will focus on multiple projects which the team is engaged in, with an overall goal of improving the automation, controls, accuracy and functionality for various processes and technologies which the team is dependent on. This individual will be performing a combination of project management and business analysis work, understanding the requirements of the team, ensuring that system & process specifications meet these, providing tracking & reporting for optimal prioritization and resource allocation, and helping to drive these developments and implementations. They will be working closely with technology, business operations, Business Process Implementation and legal & compliance teams on whom these projects are dependent. This requires hands-on work, getting to know the details of the team requirements and the underlying regulations, helping to test, trouble-shoot, and analyze solutions and may also require helping with the day-to-day activities of the team where required.

Key Responsibilities:

  • Execution of strategic projects utilizing established governance frameworks
  • Prior experience in financial services, understanding the change implications and execution model needed in the financial services regulatory environment
  • This candidate will represent the needs of the business throughout the project lifecycle, providing expertise and working knowledge of various business operations processes
  • Responsibility for progressing a range of strategic and tactical projects
  • Analysis and documentation of requirements and test plans
  • Engagement with PCG staff and relevant groups such as L&C, other Bus Ops teams and Technology
  • Project reporting to key stakeholders
  • Implementation and training
  • Maintaining documented procedures
  • BAU support as required
  • General assistance with related tasks as required

Experience:
  • Strong understanding of the capital markets, asset classes, financial instruments (equities, fixed income and derivatives) and relevant market regulations
  • Experience in business process analysis, design and implementation working on complex business & technology process initiatives
  • Possess ability to manage change by gathering and developing business requirements documentation
  • Comfortable working with stakeholders at all levels of the business and ability to clearly communicate objectives and to articulate the rationale behind those goals
  • Project Management experience preferred
  • Experience with regulatory shareholding disclosures preferred
  • Track record of being immersed in new business areas and rapidly coming up to speed
  • A proven record of successful delivering projects within agreed timeframes
  • Advanced Excel skills and experience with large systems
  • Strong academics with a background in finance or similar fields
