The Regulatory Change & Initiatives team scans the horizon and partners with other teams to ensure that all new regulatory changes are captured, analysed and communicated to the Commercial Banking business. The team provides second line oversight of the implementation of major regulatory change across Commercial Banking. The team also manages Commercial Banking's relationship with its regulators, ensuring that regulatory requests are dealt with in an open and timely manner.

This role involves analysing, communicating and overseeing the implementation of regulatory change and initiatives impacting Commercial Banking. It requires overseeing the implementation of new rules in such a way as to ensure a framework of processes and controls are developed by the business to enable compliance with the change. The role also involves regular interaction with our regulators to meet their requests. The candidate will need to demonstrate knowledge of relevant regulation, will have existing compliance experience in particular relating to financial markets and will have some experience of implementing regulatory change.


Horizon scanning, analysis and communication of regulatory developments. Undertake horizon scanning to identify potential regulatory change impacting Commercial Banking.

Keep the Business and CCOR Advisory teams appraised of regulatory developments and areas of likely regulatory intervention.

Help deliver briefings and training to inform various stakeholders of their respective responsibilities arising from existing and new regulatory requirements.

Legal, Regulatory & Mandatory project oversight.

Provide support to the business in the interpretation of regulatory changes and the likely impact on processes, procedures, controls and products.

Provide advice, guidance, direction and interpretation of rules to support the Change Delivery teams to ensure regulatory projects are delivered on time and to specification. This will include oversight of implementation projects for the Securities Financing Transactions Regulation and the Central Securities Depositories Regulation.

Compliance Manuals
Update and maintain Commercial Banking's Compliance Manual, Lloyds Bank plc's swap dealer manual and Lloyds Banking Group's Volcker compliance manual to reflect regulatory changes. This will require knowledge of relevant regulations and an understanding of their impact on our business.

Liaising with regulators
Act as a key point of contact for Commercial Banking's regulators, such as the Financial Conduct Authority and the National Futures Association.

Assist with the development and presentation of Commercial Banking specific briefings ahead of interactions with regulators.

Assist the business and Risk colleagues in the delivery of regulatory information requests, thematic reviews and visits.

Track and file regular information flows to the regulator, regulatory contact reports and material regulatory correspondence.

Understand and improve the flow of information between the Commercial Banking, Group and regulators and strengthen the working relationships.
