The Role
Morgan Stanley Research is looking to hire a Risk Officer, based in London. The role will include managing risk and ensuring the Research division is compliant with policy and regulatory requirements, both regional and global and ensuring EMEA Research’s risk culture is robust.

This is a challenging and exciting role is a fast-pace environment. The candidate will be an integral part of the European Research Management team as well as working with global colleagues to ensure global consistency.

Responsibilities
• Ensure implementation of all relevant policies and regulations, including organising training, communication, monitoring, escalation and reporting
• Providing guidance to Research analysts regarding policy and regulations, to promote risk and compliance awareness, organising and tracking relevant training
• Ensure proper procedures are in place to ensure that approvals are handled appropriately and timely
• Ensure proper mechanisms are in place to allow the timely escalation of risk and control events occurring outside regular risk and control monitoring and reporting
• Risk reporting, escalation, producing risk metrics and trend analysis
• Representing Research on cross-divisional Risk Committees
• Management and reporting of Conduct Risk
• Management and reporting of Operational Risk, including, but not limited to
o Pre-trade clearance
o Outside business interest
o Public appearance clearances
o Electronic communication surveillance
• Regular collaboration with Legal, Compliance, Research Risk Officers in other regions and Risk Officers in other businesses to identify potential areas of risk
• Develop and maintain risk related documentation – ensuring appropriate records are kept, processes documented and disciplined framework is in place for ongoing maintenance
• Serve as the European Research project manager or representative on global and cross-divisional risk, regulatory and audit related initiatives



Qualifications:


Skills required

• Self-started, highly motivated
• Disciplined and rigorous around process and demonstrates ability to initiate and complete reviews and maintain detailed checklists of activities
• Ability to work to tight deadlines and handle business pressure
• Good judgement
• Strong organisational skills, with the ability to balance numerous tasks and responsibilities
• Intellectually curious with questioning approach to problem solving
• Attention to detail, accuracy and strong analytical skills
• Effective team player, able to work with and influence people of all levels both internally and externally; able to work independently, when needed
• Strong communication skills – written and spoken
• Knowledge of Research and / or regulations preferred but not essential
• Financial Services background
• Extracting and analyzing various operational risk data, such as incidents, metrics, issues and actions, scenarios, key controls and Risk Control Self Assessments (RCSA)
• Proactively engaging with line managers to understand their business and the associated risks, including leading weekly control meetings to review status of key controls
• Leading the RCSA exercises for respective areas
• Co-ordinating internal & external audits, including working with the line management to identify & disclose self-identified control gaps
• Understanding new & existing regulatory requirements in the business and ensuring appropriate control framework exists to meet those requirements
• Co-ordinating BCP strategy and Pass the Book/Transference testing
• Performing ORC function in relation to operational incidents (validating root cause and working with the line teams to identify remediating action plans)
• Monitoring and reviewing action plan status for all Open Pages items and escalate exceptions
• Monitoring adherence to Segregation of Duties rules
• Compliance with mandatory training / policy acknowledgment
• Co-ordinating regular risk meetings with senior management to review KRIs and discuss risk issues & initiatives
• Conducting risk training / awareness sessions
